A Refinery Located Near the Center of the Keiyo Industrial Area that Strives to Coordinate Even More Closely with the Community
The Chiba Refinery, located almost at the center of the Keiyo Industrial Complex, coordinates closely with the surrounding community and has major export capabilities.
It covers a 1.44 million m2 area along the coast of Ichihara City and has state-of-the-art refining facilities. The Kanto region that it calls home is Japan’s largest petroleum consumption region.
It pays the utmost care to environmental conservation as it efficiently produces petroleum and petrochemical products. It has residual oil fluid catalytic cracking equipment and moderate pressure hydrocracking equipment, and is one of the Group’s most important export sites.
Since December 2020, it has been contributing to the stable supply of petroleum products through our global network, operated by Osaka International Refining Co., Ltd.*

Message from the Refinery Manager
Greetings from Osaka International Refining's Chiba Refinery.
We began operations in 1968 as the Chiba Refinery of Kyokuto Petroleum Industries, and have since been a part of the Tonen General Group and then the JXTG Energy Group (now the ENEOS Group). We have operated for many years in Ichihara City, Chiba Prefecture thanks to the cooperation and understanding of the surrounding community. Since December 2020, we have been operated by Osaka International Refining, a joint venture between ENEOS and PetroChina International (Japan).
In addition to exporting ENEOS Group petroleum products to the international market, primarily East Asia, we also supply products to the Kanto region, which is Japan’s largest area of demand, and as a member of the Keiyo Industrial Area, we supply raw materials and other products to nearby companies.
We are a supplier of the energy that is the foundation of industry and people’s lives, and as such we make safety our highest priority and compliance a fundamental part of our business as we work to earn the trust of the community.
